Executive Summary
USAID/Philippines, through its Collaborating, Learning, and Adapting for Improved Development (CLAimDev) activity, conducted a third-party performance evaluation of the Strengthening Urban Resilience for Growth with Equity (SURGE) activity. The study assessed SURGE’s implementation progress and achievement of its project objective to improve government operations in selected second-tier cities, which are deemed essential drivers of inclusive economic growth. The evaluation focused on the relevance, effectiveness, and sustainability of SURGE’s accomplishments and incorporated learning questions from SURGE’s Activity Monitoring, Evaluation, and Learning Plan (AMELP).
CLAimDev held the SURGE Performance Evaluation Dissemination and Learning Event (Building More Resilient, Inclusive, and Competitive Philippine Cities as Drivers of Growth) on July 14, 2022, at the Diamond Hotel in Manila. Seventy-six USAID partners attended in person and 220 participated online. The event was an opportunity to share the learnings from the study among the government, private sector, academia, and other development partners, particularly on: (1) resilient and inclusive local urban development, (2) local economic development, and (3) water and sanitation systems, particularly the experience in Marawi. Furthermore, the wide range of participants attending the event discussed relevant measures and possible ways to sustain the gains of the SURGE activity.
